Halo Vista Civil Infrastructure

Willmeng is leading early site development and horizontal infrastructure for Halo Vista, a 2,300-acre master-planned development in North Phoenix, located adjacent to TSMC. Designed as a “city within a city,” the project represents more than $7 billion in investment and will deliver nearly 30 million square feet of space for industrial, manufacturing, office, residential, retail, and educational uses.

This initial phase focuses on large-scale site preparation and critical infrastructure to support long-term vertical development. Halo Vista is positioned to elevate Phoenix’s role in the semiconductor industry by creating a center for innovation, workforce development, and community living. Once complete, the development is expected to generate tens of thousands of jobs and serve as a major driver of regional economic growth.
